According to the Orange County District Attorney’s office, a local Newport Coast man is facing the charge of prohibited waste disposal after allegations of diaper dumping in Laguna Beach and Newport Beach. The man, 68 year-old Tomoo Kawai was arrested in Laguna Beach last week and will be arraigned Monday at the Harbor Justice Center in Newport Beach.
Kawai’s arrest came after months of reports illustrating that dirty diapers had been thrown all over North Coast Highway in Laguna Beach and near Corona del Mar. In September, police set up surveillance on North Coast Highway and discovered newly dumped bags of diapers.

Based off the surveillance, police began to follow Kawai around in both his Bentley and Lexus. One evening, police followed Kawai and pulled him over. On the passenger seat there appeared to be a bag of dirty diapers.
Authorities have filed criminal charges in an effort to deter future behavior such as this.
